MISO Summer Futsal League 2008 Official Rules
Aloha, The first games of the new summer Futsal league are here at last. Let’s make it a great and positive experience for all of the participants by keeping the rules with the intention of fair play.
The following are the original rules under The MISO Summer Futsal League. Read carefully prior to the games. *Attention: Underlined parts are the rules which differ from principal rules in other or past tournaments.
· Games are structured around 12 minutes each half, a first half and second half. · There is no time out during the game. · There is no limit of substitutions of players at any time. · Players who have received 3 yellow cards or red card are not permitted to participate in the first half of the next game. Furthermore, players who commit an offense with malicious intent, may not be permitted to participate in the next game, or the rest of the remaining games in this tournament, by the discretion of the operational committee.
· If a team is left with only 3 qualified players, and the rest of the players are ordered to leave the game due to an offense or injuries, that team automatically loses, and the outcome of the game is decided. The remaining time in the game continues as a friendly match only. *note: Those players ordered to leave the game, can participate in the friendly match. · 5 foul system is applied. Regarding all fouls, on and after the 6th foul, the team which was fouled against, is allowed a free kick, without a wall by the other team. Free kick can be done from second penalty mark. If the foul was done against them within their own goal side, the team can choose free kick from where the foul actually occurred. *Total amount of foul counts are reset at the start of the second half.
[BASIC RULES OF FUTSAL]
· Selection of goal side and opening of the game kick off are done by a coin toss. The team which wins the coin toss can select the goal side, and the team which lost the coin toss, will kick off. · The ball must be kicked forward from the half line at the time of the kick off. · There will be a replay if the ball, which the goalkeeper already cleared, hit’s the other player within the penalty area. · Player must put the ball on the side line in case of a kick in. The ball would be handed to the other team if the player does not put the ball on the side line, of if the player breaks the side line and enters the pitch area. · Kick In, Free Kick, Corner Kick, & Goal Clearance, all must be done within 4 seconds. The goalkeeper must not keep the ball more than 4 seconds within his or her own penalty area, regardless of hands or feet. · The other teams players must be at least 5m distance at the time of the kick in, free kick and corner kick.
Official Game Regulations
Regulation 1. Pitch (Indoor and Outdoor Court). Pitch Size is 18~22m X 38~42m.
Regulation 2. Ball. Size 4. Circumference: 62~64cm. Weight: 400~440g. Bound: First bound should be 55~65cm. Air Pressure: 400~600 g/cm3. Material: Appropriate (example: safe material) leather like material.
Regulation 3. Number of Players. · Need at least 5 players, including 1 goalkeeper, to start the game. · No limit on substituting players. · Method of substituting players is on the fly substitutions. (all players except the goalkeeper are allowed to go in and out any time during the game. You can switch the goal keeper only when the game is stopped and you need referee’s permission.)
Regulation 4. Player Equipment. The usual player equipment such as a uniform with number on back of jersey, shorts, socks, knee pads, & shoes. (Indoor flat soled shoes. No spike or cleats)
Regulation 5. Referee. · Duties: As a referee, execute regulations and rules, apply advantage rules, record all affairs which occurred, before, during & after the game. If necessary, stop the game and give strict warning to those who act on a violation or disorderly conduct, and expel them from the game if necessary. Prevent outsiders from entering the pitch. Temporarily stop the game to allow injured players to exit from the pitch. Give a signal to start the game whenever it is temporarily stopped. Check the ball to confirm that it is in compliance with regulations. · Position: Opposite side from the players bench.
Regulation 6. Time keeper (referee) · Duties: Start the clock right after kick off. Measure 2 minutes play prohibition time. Declare the ending of each half. Record fouls (inform the referee if a team’s fouls exceed 4. Record games temporary stop. Record scoring players, warnings, and the name of players receiving warning or expelled from the game. Record any other occu8rances regarding the game.
Regulation 7. Game Time. · Game is structured with two 12 minute halves. The time does not stop, even if the ball goes off the pitch. Time stops in the case of a penalty kick. · Half time is 5 minute.
Regulation 8. Starting play. · There will be a kick off after the coin toss. The team that is not kicking off, has to stay outside of the center circle until the kick off. The player kicking the ball must not touch the ball again, until another player touches the ball. Kick off is done at the beginning of each half, and after a score was made.
Regulation 9. In and out of play of the ball. · The ball is out of play when the referee stops play because the ball went beyond the goal line or touch line. · The line is either the touch line or goal line, which outlines the play area.
Regulation 10. Scoring Method. · A goal is scored when the entire ball crosses between the goal posts and between the goal line and cross bar.
Regulation 11. Fouls, an unfair practice. A direct free kick is given to the other team if any of the following 10 dishonest acts are performed intentionally. (A penalty kick is given if the foul occurs within the penalty area. · Kick or attempt to kick an opposing player. · Trip an opposing player. · Jump on an opposing player. · Challenge an opposing player in a violent or dangerous manner. · Charge an opposing player from behind. · Holding on to an opposing player. · Push down of an opposing player. (Tackle) · Shoulder charge an opposing player. · Slide tackle of opposing player. · Touching the ball with hands (except the goalkeeper).
An indirect free kick is given to the other team if any of the following 7 dishonest acts are performed. (free kick is done from the 6m line when the foul occurs within the penalty area. · Dangerous play. (Example: trying to kick the ball which the goalkeeper is already holding. · Charge the goalkeeper within the penalty area. (Example: Rushing up to the goalkeeper.) · Goalkeeper picks up or touches the ball with hands from a back passed ball. · Goalkeeper picks up or touches the ball with hands from a kick in from teammate. · Goalkeeper keeps the ball more than 4 seconds with any part of his body. · Goalkeeper touches the ball before the opposing player touches the ball from a back passed ball, before it crosses the half way line.
A yellow card is given to a player when the following conditions apply: · Player enters the pitch area from an improper position, or enters the pitch area before the substituted player exit’s the pitch area. · Violate regulations repeatedly. · Object to a referee’s judgment. · Disorderly conduct.
Indirect free kick is offered to the other team from the spot where the 4th yellow card is given. (Or at the 6m line if the foul happened within the penalty area.)
A player must leave the pitch (Red Card) if the following conditions apply: (a) Severe or serious foul play. (b) A dangerous act. (c) Foul language of use of violent language. (d) Any conduct which applies to the receipt of a second yellow card. (e) Purposely blocking the goal clearance. (professional foul). (f) Clocking the goal clearance on purpose inside the penalty area by touching the ball with hands.
In the case of (a)(b)(e) & (f), a direct free kick (or penalty kick) is given. In the case of (c) & (d), an indirect free kick is given from the 6m line where the pertinent violation of rules was committed.)
Leaving the pitch: · A player that is ordered to leave, must leave from the pitch and is unable to rejoin the game. · If a player is order to leave for a 2 minute penalty time, or the opposite team scores before the 2 minute penalty passes, you can substitute with a different player. · Referee will confirm the 2 minute penalty time. · A substitute player may enter the pitch with a referee’s consent when the ball is considered out of play.
Regulation 12. Free kick. · Classification: Direct free kick, indirect free kick. · Wall: Keep a distance of at least 5m until the ball enters play. · Ball in play: Ball is considered in play when it rolls the distance of it’s circumference. · Time Limit: Must kick the ball within 4 seconds. · Restriction: Kicker cannot touch the ball again until another player touches it.
Regulation 13. Total count of fouls. Details of fouls is specified in Regulation #11.
A team which accumulates more than 5 fouls in the first or second half, the following conditions apply upon receiving the 6th foul ( the foul which was given at the last half is counted as extra time and it continues to accumulate.) · Opposing team is not allowed to make a wall. · All free kicks will be direct kicks and not indirect kicks. · All of the rule violations which are conducted within 12m of the goal line, will be a direct free kick from the spot of the violation. Violations conducted outside of the 12m goal line will be a direct free kick from the second penalty spot.
Process: · All players, except the goalkeeper and the kicker should stay in back of the ball, until it becomes in play. · Goalkeeper should keep a distance of at least 5m from the ball within the penalty area. · Kicker should shoot with the intention of making a goal and scoring, specifically the kicker. · Other players should not touch the ball until it rolls out of the pitch, or rolling towards the pitch after hitting the cross bar or goal post. · Regarding violations that are committed within the penalty area, a free kick is taken from the 6m line nearest the violation spot.
Regulation 14. Penalty kick. · Penalty kick is taken from the penalty mark which is located in the center of the 6m line. · Kicker should shoot the ball with the intention of making a goal and scoring. · All players must stay outside of the penalty area. The opposing team players must stay at least 5m downward from the penalty mark. · The kicker cannot touch the ball again, after the shot, until another player touches the ball.
Regulation 15. Kick In. · Kick in is done instead of throw in. · Place ball on touch line before kicking the ball · Kickers pivoting foot should stay outside or on the touch line. Kick in is given to opposing team if the pivoting foot of the kicker crosses the touch line or enters the pitch. · Kick in should be done within 4 seconds. Kick in is given to opposing team if it exceeds 4 seconds. · Kicker should not touch the ball a second time, until another player plays the ball. Violation of this regulation, gives the opposing team a indirect free kick from that spot. · The opposing team players must keep at least a 5m distance from where the kick in is performed. · You are not able to make a goal and score from a kick in.
Regulation 16. Goal Clearance. · Instead of a goal kick, use of a goal clearance is played. · Goalkeeper throws in the ball from the penalty area, puts the ball in play. · Ball cannot be considered in play, unless it goes beyond the penalty area. · Goal clearance will be repeated if the opposing team player receives the ball inside the penalty area.
Regulation 17. Corner Kick. · Place ball on the corner (corner kick arc has 25cm radius), will be redone if the ball is set in the wrong place. · Corner kick should be done within 4 seconds. If the kick is not completed within 4 seconds, the opposing team will be awarded a direct free kick from the corner mark. · Kicker cannot touch the ball again, unless another player touches the ball. Violation of this regulation will result in the opposing team being awarded a indirect free kick from that point. · The opposing team player must be at least 5m from the corner kick spot. · It is possible to score from a corner kick.
Attachment 1. PK Match · Main referee decides which goal should be used. · Order of the team is decided by a coin toss. · 5 players are selected from each team, and each player will perform one penalty kick. · Team captain must let the referee know who the 5 players are, before the PK Match starts. · If the game is tied after the 5th penalty kick, sudden death formula is used. · Players that are ordered to leave during a game are not allowed to participate in the PK Match. · Qualified players are able to change position with the goalkeeper, prior to the start of the PK Match. · During the PK Match, other players must stay on the opposite side of the pitch.
